Inclusive Leadership Programme (ILP)

A national, cross‑sector mentoring programme for Wales.

The Inclusive Leadership Programme is a 9‑month mentoring‑based development journey designed to strengthen leadership capability across public bodies, housing associations, education, third sector organisations, national governing bodies, and rural SMEs.

A central part of the ILP Partnership Programme is the creation of sponsored places. Through your organisation’s participation, funded places are made available for individuals from underrepresented or socially excluded backgrounds who would not otherwise have access to leadership development opportunities.

This ensures the programme not only develops those already within organisations, but also opens pathways for individuals whose potential might otherwise remain untapped.

Through structured mentoring partnerships, participants share lived experiences, perspectives, and challenges - building empathy, confidence, and inclusive leadership habits that last.

Participants gain:

  • Cross‑sector mentoring and peer learning

  • Structured workshops and resources

  • Behaviour‑change tools and reflection frameworks

  • Access to high‑profile Welsh keynote speakers

  • Bilingual materials and psychologically safe learning environments

Rooted in Welsh identity, belonging, and evidence‑informed practice, ILP brings leaders together to learn, reflect, challenge assumptions, and build confidence in complex, multi‑site environments.

Ideal for: Emerging, middle, and senior leaders seeking to deepen inclusive practice and strengthen their leadership impact.
